maybe one tactic could be to try and focus on the computers that contain higher chance of having stuff that we want to see.

I can imagine asking the seller how the computer was used can be a way to go.

Garage sales are your best bet. Mostly because people don't know how to properly delete stuff and don't know how to properly reformat computers. If you go to shady pawn shops and probably get the same results.
